Why would China want to finance a railway between Stockholm and Oslo?

IMG_0495A delegation from the China Association for Promoting International Economic & Technical Cooperation has visited Oslo to discuss the possibility of investing in a high-speed railway linking the Norwegian capital with Stockholm in neighbouring Sweden. Relations between Beijing and Oslo have thawed recently, after years of a diplomatic deep-freeze in the wake of the  controversial 2010 Nobel Peace Prize to a Chinese dissident. This has re-opened salmon exports valuable to Norway. But why would China now plough money into local Scandinavian infrastructure? I explain more on the Globalist, on Monocle 24:
